The "Develop a Plugin" link is broken and results in a 404. It incorrectly
references
`https://github.com/apache/incubator-devlake/blob/main/backend/DevelopmentSetup`
I believe it should reference
`https://github.com/apache/incubator-devlake/blob/main/backend/DevelopmentManual.md`
instead
