### Search before asking - [x] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case As a tech lead, I want to be able to tag projects to help with filtering and allow me to create dashboards on projects that has the same tags. ### Description A project can be a collection of source control repositories and projects from a number of different sources. However, as an Engineering Manager in a large enterprise, I might lead different initiatives and projects, and I would like to track these either as individual projects or as a collective.
