### Search before asking - [x] I had searched in the [issues](https://github.com/apache/incubator-devlake/issues?q=is%3Aissue) and found no similar feature requirement. ### Use case As a platform engineer, I want to be able to track DORA metrics without being forced to use a Git repository supported by the plugins. To do this, Devlake needs to be able to track PRs from a webhook, like its done for issues and deployments. ### Description The feature includes adding a new PR webhook to the webhooks plugin, and updating the plugin UI to include this new webhook. I have already implemented this on a fork.
