Current ACIItem parser accepts input with refined subtreeSpecifications but as
the X.501 spec states:
" subtree is the set of users whose distinguished names fall within the
definition of the (unrefined) subtree."
So the refinement rules should be split out from the grammar.
While the model ignores this information this is not a critical issue.
