Determine if ReferralTest and ReferralITest in server-unit are the same test

I think when we renamed ReferralTest to ReferralITest so it is an integration
test (ITest) we may not have deleted the old test and this will make the
integration runs take an extra 20-30 seconds unnecessarily as well as clutter
the project. Let's determine if it is a duplicate and make sure we get rid of
it if so.
