Yes, it does.
I am having other unrelated problems due to some updates to the rpmbuild
command being updated on Fedora 8. I can no longer produce rpms on this
platform due to a change in rpmbuild so I am searching for a solution to
that as well.
I had them as well. Following links were missing in /usr/lib/rpm

I think that vm094.oxylos.org has a working rpmbuild (i386) and a working nsis
installed.
Ever tried the rpm-maven-plugin (http://mojo.codehaus.org/rpm-maven-plugin/) ?
