Hi Andrea,
you can apply to the TAC even if you aren't a committer. That does not
guarantee that you will be selected and see your travel paid, though.
You just have to register here : http://tac-apply.apache.org/, then the
apache travel committee will evaluate your request.
If you _don't_ need to get your travel and Apache Conference fee paid,
you will just have to register using the standard web site. Doing so
before feb. 6th, you will get a rebate.
