Fix For: 2.0.0
Right now we have a set of command line tools (apacheds-tools) but they are
outdated and do not possess the full range of functionality required to
administer the server from the command line. These tools need to be cleaned up
and additional functionality needs to be added before a 2.0 release IMHO.

o make sure import/export occurs live (online server) while preserving
timestamps and ownership
New Funcationality
--------------------------
o create, delete, start, stop new instances
o add, delete partitions
o create, delete, change, initialize replication agreements
o get/set/list server configuration properties
