Resolution: Fixed
The artifact org.eclipse.languagepack:BabelLanguagepack-eclipse-de (and also
-fr) are included in the "repository" module. You need to run "mvn install"
first in order to deploy it to you local maven repository. Afterwards it is
available and "mvn studio:eclipse" should work.
