Inconsistent handling of the 'modified schemas' flag

When creating new SchemaElements, (AT or OC), a '*' appears on the tab for each
schema objects which has been modified (suposely). But if we create a new SO,
save it, and create another one, and modify it, the the previous SO is also
marked as modified.
