I could swear that I saw the bug was gone on Ubuntu 9.10, but now it is there
again.
As a workaround (at least on Ubuntu) you could use the "Tab" key when the
proposal popup appears, that sets the focus to the proposal tab and you could
use the arrow keys to select one.
