No controls are loaded when the server is started from the apacheds.sh script

When the server is launched from apacheds.sh script no controls are loaded. The
StandaloneLdapApiService looks for the system properties 'default.controls' and
'extra.controls' which are not set by default hence it doesn't load any
controls.
