Receiving systems often use the # and * tones for menu navigation.
Calling systems use , and ; for pausing and waiting. The semicolon is
especially useful for dealing with extensions.
I would say these 4 symbols are more useful than hyphen and parenthesis since
they are used for formatting only.
Almost every phone ever made has # and * keys.
Almost every modem and cellphone ever made supports , for pause and ; for wait.
Although I didn't verify this, the fax number validator likely has the same
problem.
Since E.123 and X.520 are somewhat vague on the subject, I think taking a
pragmatic approach and allowing these symbols that are in common use to be
allowed.
