I have merged both controls in one. When we encode (ie, the client is sending
the control), we use the AdDirSync code. When we decode (ie when the client
receives the response), we use teh AdDirSyncResponse code.
We will have only one factory. That should work. Code will be ready in a matter
of minutes for tests.
