I was actually trying to suggest adding the standard boilerplate to the end of 
email sent by the dev list and leaving Jira alone. ;)

Scrolling down to the bottom of the email is where people go to find the admin 
page for the list. It also advertises that the mail is not being sent directly 
from Jira, which would have saved much time scouring Jira for why my 
notification settings weren't working.
