Now in {{JsonBackendKdcTest}}, the way to make use of JsonIdentityBackend is to 
{{kdcServer.setBackend(backend)}}. Maybe we need a more complete test which let 
server load backend from configuration file and read backend configuration from 
backend configuration file.
