Summary: Fix kadmin break down when input command is illegal

When we input some commands illegally, kadmin will break down, such as delete a
principal that doesn't exist. However, we expect to see kadmin tell us the
principal doesn't exist rather break down. It's mainly because we throw some
RuntimeException in the code base.
