1. Finish {{Xdr-UnsignedInteger}} and its unit tests.
2. Find a simpler way to implement {{toBytes()}} and {{toValue()}} in
{{Xdr-Integer}}.
3. Improve the unit tests of {{Xdr-Integer}}.
