Start has server with specific conf_dir failed bug， it still using
/etc/has/ssl-server.conf。
Follow is the error message：
2018-04-09 16:23:42 ERROR\{HasServer.java:321}-Errors occurred when start has
http server: Errors occurred when adding config. /etc/has/ssl-server.conf
No /etc/has dir exists，and I run "bin/start-has.sh /home/has_conf
/home/has_work" ,then
encounter an error above。
