When loaded a schema using a {{SchemaManager}} in relaxed or strict mode,
attributeTypes in {{m-must}} or {{m-may}} elements will not be loaded for
schema which are disabled. The resulting loaded schema will be incomplete.
We should allow those attributeTypes to be loaded when the {{SchemaManager}} is
in relaxed mode.
