each of the failing file has this URL in the header :
https://www.apache.org/licenses/LICENSE-2.0
while it should be
http://www.apache.org/licenses/LICENSE-2.0

When I look at the rat report I see files listed that have apache license
header included and ones that have never created a problem before.
Does anyone know what’s going on here?
