Pretty sure it is the LDIF editor,  but in Directory Studio,  I go to LDAP 
option at the top menu bar and say "New LDIF File",  which brings up a blank 
screen.  From there,  I copy/paste my LDIF file(or type it out)  and press the 
green play button to submit it.
