Typically podlings start out using the dev@ list to field user questions and 
then split out a separate user@ list later, only if traffic from user questions 
is sufficient to warrant the split.  There is no rule about this though.  If 
your community prefers a separate user@ list even now, then that’s fine, and 
mentors can help set that up.
