Well, I can't speak for Daniel (Carrera?) but would guess it has to do with the ancient discussion regarding a self-extracting installer for windows versions, as well as the possibility of allowing for component-downloads or even (not in that conversation, I recall) automagic updates.

The discussion if it does concern the above is a little moot. We have a SEA for Windows. As to the other parts, the releases@ list is probably more apropos.
