Yes.
Not true for all download sites. The Germanophone project as an example
has a JavaScript, allowing you to choose the mirror - we are not using
the bouncer. http://development.openoffice.org doesn't use the bouncer
either.
I agree, fr project acts the same way (other else, I would not have
openoffice traffic at all).
