I don't think this is necessary. Currently the torrents are
autogenerated from the files that are available on the mirrors.
So what is hosted on the mirrors is available as torrent.

You can use rsync to get the list of available torrents and periodically
sync that list.

rtorrent and other clients allow to watch a directory for torrents that
are automatically started when a file is added to that directory and
stopped again when the .torrent file gets removed from that directory.

That seems to be the better approach.
