Before you put any effort into making something better, please have a look at http://www.poeml.de/~poeml/talks/redirector/ to see if it would be easier to adopt the OpenSUSE redirector. It works great, I can tell, and on a per-file basis. So you won't simply get redirected due to a "stupid" configuration, but due to a verified presence.
