I like it too. It's similar too. It's similar to the approach we were trying to take with https://blogs.apache.org/foundation/entry/the-apache-way-to-sustainable but without the need to address a point in time issue.
Would love to see it a little more complete without becoming bloated (which is what usually happens with our shared docs, we need to get everyones pet-peave addressed).
