While I'm not subscribed to either list, I did see some of the turn-up of the 
new committee while assisting Gris with the needed Foundation-y things. With 
that:

As I recall, diversity@ was intended as a public discussion forum. To include 
non-Apache people.

(and dev@ follows our typical pattern of getting-inside-work-done)
