For the previous ASF Community Surveys
<https://cwiki.apache.org/confluence/display/EDI/The+State+of+Diversity+and+Inclusion+in+the+ASF+Community%3A+A+Pulse+Check>,
we used LimeSurvey. It is an established and feature-rich open source
survey tool. I was involved in setting up the previous surveys and can help
again this time.

As Matt pointed out, we have the Inclusion findings from not too long ago.
We had identified 80 different barriers (or challenges). What if we build
on the existing ASF work to understand Inclusion and focus on one of the
other pillars until it is meaningful to revisit Inclusion?
