Description:
As a user I want to choose volume type, size, lops during notebook creation or
change the parameters of already existed Notebook so that I can add more space
by necessary on AWS.
*Acceptance criteria:*
# during creation notebook it should be 3 drop down list, from which user can
choose values of volume type, size, lops
# in case of existed notebook it should be 'Volume' button on action menu. If
user click 'Volume' button a new 'Volume' popup open and user can see volume
type, size, lops of current Notebook and change values
