As a user I want to create instances using Low Priority VM's so that I can
reduce financial charges.
*Acceptance criteria:*
1. it should be check box for Low Priority VM's on computational resources
creation popup
2. check box for Low Priority VM's should be checked off by default
3. if user unchecks check box for Low Priority VM's and hits 'Create' button a
computational resource will be created without Low Priority VM's
4. if user checks off check box for Low Priority VM's and hits 'Create' button
a computational resource will be created with Low Priority VM's
