As a user I want to have possibility to create EMR on TensorFlow and
DeepLearning templates.
*Acceptance criteria:*
1. there is a EMR in drop down list on EMR creation popup for TensorFlow
2. there is a EMR in drop down list on Data EngineEMR creation popup for
DeepLearning
3. user can successfully deploy EMR on TensorFlow
4. user can successfully deploy EMR on DeepLearning
