As a user I want to use optimizing performance of stop/start for Data Engine on
MS Azure, so that i can reduce waiting time of stop/start for Data Engine.
*Acceptance criteria:*
# if user stops Data Engine all nodes of related Data Engine stop
simultaneously
# if user starts Data Engine all nodes of related Data Engine start
simultaneously
