As an admin I want to add/remove certain user in/from group or particular
group in order to choose certain instance shapes for Notebooks per group via
Dlab UI.
*Acceptance criteria:*
# only Admin can add a user in a group
# only Admin can remove a user from a group
# only Admin can add new group
# only Admin can delete a group
# only Admin can choose certain instance shapes for Notebooks per group
