Computational resource has terminating status
*Steps to reproduce:*
# Switch to 'show active' mode on 'resource list' page
# Click on action menu for notebook
# Choose stop/terminate notebook
*Actual result:*
Stop/terminate button is enable
Computational resource has status 'Failed'
*Expected result:*
Stop/terminate button is disabled for notebook
