1. "Manage Libraries" popup is open
2. Dispay setting is the next :

*Steps to reproduce:*
1. Increase zoom startin from 100%
*Actual result:*
1. "Close", "Create" buttons are beyond of display
*Expected result:*
Appears vertical scroll bar in the right side in order to scroll down to
"Close", "Create" buttons
