Summary: Update last time inactivity after restarting by starting
time

Fix For: v.1.1
If start an instance (previously it was stopped) the last time of inactivity is
not updated. It is used that last time at what job was running before instance
stopping.
So if instance starts after stopping we should update the previous last time by
starting time
