Description:
1. Add check box for for notebook scheduler 'Use even some jobs are ran on
computational resources':
1.1. check box is checked off means scheduler for notebook is more
prioritative. Scheduler for notebook will be executed (stop) even if jobs are
running on related computational resources at that moment and scheduler by
inactivity is set on cluster.
1.2. check box is unchecked means if scheduler is set for notebook before
stopping it will be checked if some jobs are running on computational resource.
If jobs are running scheduler for notebook will not stop by inactivity until
this jobs are running on clusters
