As a user I want to terminate EMR via scheduler by time and by inactivity
*Acceptance criteria:*
*1.* scheduler for Data Engine service should be the same as for Spark
Standalone cluster except for:
*1.1*. instead of finish use terminate
*1.2. *cut start date/time
*1.3.* cut the next radio button:
