1. Notebook is created
*Steps to reproduce:*
2. Stop or terminate notebook from DLab UI
*Actual result:*
Notebook stopping/termination fails
It is failed on step of Dataproc termination although any cluster was not
created on notebook

*Expected result:*
Notebook stopping/termination is successful
