Sprint: Apache DLab release 2.2
Description: If notebooks or cluster are in status which ends by 'ing' do
not allow to stop a project. (was: If project is in active status (activated)
allow user all action for his notebook.
If project is in NOT active (creating, failed, deleted, deleting,
deactivating, deactivated) status allow user 'Manage libraries' action ???)
