1. Notebook is in running status
*Steps to reproduce:*
1. Install any libraries on notebook
2. During installation stop a notebook
1. All libraries are still in 'installing' statuses
1. Docker runs with '1'
*Actual result:*
*Expected result:*
1. All libraries change their statuses from 'installing' to 'failed'
1. Docker runs with '1'
