*Preconditions:*
1. Notebook is created
*Steps to reproduce:*
1. Go to 'resources_list' page
2. Click action menu for notebook
3. Choose 'Manage libraries'
4. Choose available resource in 'Select resource' drop down list
*Actual result:*
1. Available lib list getting is stuck on UI
2. User is not able to install library
*Expected result:*
1. User is able to install library
Could not find file because it finds from dlab-user, but this json is available
for root.
