*Steps to reproduce:*
# Go to Jupyter UI
# Go to kernel
*Actual result:*
# For Dataproc v.1.3 scala version is 2.12.8
# For Dataproc v.1.4 scala version is 2.12.8
*Expected result:*
# For Dataproc v.1.3 scala version is 2.11.8
# For Dataproc v.1.4 scala version is 2.11.12
