1. EMR v/5.19.0 is created on Jupyter v/ 6.0.2
*Steps to reproduce:*
# Go to EMR master via ssh
# Run a command spark-submit --version
*Actual result:*
# Command runs with error:
RROR setFile(null,true) call failed.
java.io.FileNotFoundException: /stderr (Permission denied)
*Expected result:*
1. Command runs without error
