If endpoint is disconnected should we fail all action with notebook?

# Notebook is running
# endpoint is disconnected
*Steps:*
# Stop notebook
*Actual result:*
# Notebook is failed on DLab UI
# Notebook is running on cloud console
# Docker for stop is not run
