1. Do not allow terminate edge node if notebook is in the following status:
- creating
- configuring
- reconfiguring
- stopping
- starting
- creating image
- terminating
2. Do not allow terminate edge node if cluster is in the following status:
- creating
- configuring
- reconfiguring
- stopping
- starting
- terminating
