Description:
1. Do not allow to stop/terminate notebook if related cluster is in process
status (terminating/stopping/starting/creating/configuring/reconfiguring) - (/)
2. In environment management page cluster name is not clickable, so it should
not be blue in this page - (/)
3. If cluster is in failed status- do not convey it in confirmation dialog for
stopping/termination - (/)
4. Disable icon action for cluster if notebook is checked off - (/)
