Description:
If admin creates or edits a project he can choose:
* to use Data Lab shared image
* to use project shared image.
Now we have only one 'use shared image', that means to use Data Lab shared
image.
Two radio buttons should be on Data Lab UI:
* use Data Lab shared image
* use project shared image
